Currently, there are 9 agencies including Human Resources Ministry, Ministry of Home Affairs, Ministry of Youth and Sports, Ministry of Education, Women's Development and Rural Development Ministry, People's Trust Council, National Youth Skills Institute, Polytechnic and Community Colleges is the government sectors that involved in the technical development and vocational resources that require coordination and sharing information from various sources.
Low-skilled jobs refer to low wages, while skilled work is higher wages. For Malaysia to become a success, developed and high-income nation by 2020, the existing semi-skilled employees in the country and the level of education of new workers should be enhanced to fullfil the labor market. Hence, Technical and Vocasional Education and Training (TVET) are a very important medium for the development of human capital to make Malaysia as a high-income and developed nation by 2020.
The Technical and Vocational Education and Training (TVET) in Malaysia is expanding rapidly and has to become a support for national education in an effort to become a developed nation. This can be seen by the increasing number of vocational colleges, polytechnics and other centers of excellence who carry out technical and vocational education. The exposure of this TVET field can also be started by offer Technical Education, Vocational Education and Skills at secondary schools. The involvement of the Institute of Public Skill Training (ILKA) and the Private Skill Training Institute (ILKS) in offering TVET programs also enhances the access and quality of TVET in the country.
In order to realize the nation's aspiration in achieving high-income developed nation status, the importance of TVET's empowerment in Malaysia is take into consideration in the Malaysian Education Development Plan 2015-2025 (Higher Education) and Malaysian Education Development Plan 2013-2025. It begins with spread the awareness and future education path and career choice for the student at the school level towards increasing the quantity and quality of TVET graduates to meet industry needs.
In line with that, the 11th Malaysia Plan focuses on raising human capital for high-income developed countries by leading and expanding access to quality TVET programs.
